It means if you have multiple documents for this category (some valid stamps on old passport etc.) then combine them in 1 file and upload it there.

For me and my spouse, it says 'Police Certificates (Multiple)'. However, I have stayed in my home country up to 2013. From 2014, I am in Canada. My spouse has never been out of my country. What do they mean by multiple here?
