Travel document in passport that has no fully empty pages

Hi,
I'm a permanent resident living abroad with an expired PR card that is returning to Canada. Unfortunately my still valid passport doesn't have a fully empty page left. Is the travel document a sticker put in your passport or is it a separate document that can be stapled? Thanks
