My father-in-law was banned from entering Canada about 2 years ago for 5 years under section 40(1)A and 40(2). The time he was interviewed over the phone and stuff he had a medical condition, dementia. I want to reapply for him to come visit us in Canada before he gets really ill. Is there any way around for him to reapply and get approval to visit Canada even thought the 5 year time period hasn't passed yet? any help will be greatly appreciated

I don't believe so, he must wait until after his 5 year period is up.
Why was he banned?
 
It was coz of misrepresentation. Apparently he gave not enough information about his visit and stay to US.

No - there is no way around the ban. You will need to make plans to visit him instead.

Agree with above. The ban will not be overturned and you should go visit him.

Also, it is generally not recommended for a person with dementia to take such long trips.
