I have already Paid and filled all info required and my file of Programme régulier - Travailleurs qualifiés status still "En attente de traitement"
the file is still under Treatment 2 Years ago. Is it taking 2 years? How many years regularly should this process take time?

Is It Normal? 2 years without any improvement?

Yes yes it's normal, MIDI is processing by regions. Unfortunately, we are not lucky in this region. Our applications are stacked since 2013, while there is countries like Europe and Cameron and brezil and... are getting csq for MPQ 2016.
You should continue your life and be patient because you still have time to wait. Moreover, the federal step is taking about 15 months.
Wish us good luck because the wait of 4 yrs without csq is killing us!!!!!
