I hold Indian passport and I had booked a cruise from US to Alaska which was supposed to end at Vancouver. Since I had to pass through Canada I applied for transit visa (less than 48 hrs). Twice it got rejected though I attached the tickets and my flight details + my US visa. The reasons are never clearly mentioned which is frustrating and there's no helpline to guide a person in need of a transit visa. This led to cancellation of my cruise and no refund which was a big monetary loss for me. Why doesn't Canada visa services have a helpline in India? I am not able to understand the rejection, given that none of my visa applications for other countries ever got rejected.

You needed a TRV not a transit visa. You are landing at a cruise ship terminal and then going to an aiport. You are crossing the border, coming through immigration and entering Canada. Transiting is through an airport only and not going through immigration (have to meet all conditions below) and you misread less than 48 hours. Not Canada’s fault but you didn’t read the requirements.

You also need a visitor visa if you’re from a visa-required country and you’re crossing the border by:
  • bus
  • car
  • train
  • boat
  • cruise ship
Apply for a visitor visa

Transit visa
You need a transit visa if you’re from a visa-required country and:

  • your international flight stops at a Canadian airport on its way to another country
  • you’ll be connecting between 2 international flights at a Canadian airport
  • you’ll transit through Canada in 48 hours or less
  • you don’t have a valid visitor visa

Agreed that you unfortunately applied for the wrong thing and needed a TRV.
