Guys, consider this scenario:

I get visa for Graduate Certificate, can I, upon my arrival in Canada, change my level to diploma? Will the tuition that I pay for Graduate Certificate also transfer to diploma level or not? And, will this have any implications on my future in Canada (say visa extension and PR )

And, how flexible are colleges with this?

Yes, you can. May not be instantly, but eventually.

Most schools forward the fee to new program, but that depends entirely on school.

You have to check the study permit issued to you at Port of entry. If it says any post secondary institute/level of education, you are good to go. Just inform cic through cic.gc.ca once you successfully change the institute.

If you do not do anything illegal, it should be fine for future immigration purposes. Make sure you understand the process well. Or at least talk to members here before making a move.

Flexibility depends on institute policy. In general, things are student friendly in Canada.
