Hi, yes you can, the email address : los-angeles-im-enquiry@international.gc.ca
I presume ur file was transfered from Buffalo to LA and in the last email from Buffalo, you are advised not to request status within 90 days, so if that 90 days has passed, you can definitely inquire for the status of your application.
