Right at the very start.

You cannot create your Express Entry profile until you have your IELTS results and Educational Assessment (which is what the transcripts are for).

Its better to start both processes parallel : WES(ECA) & IELTS. It will save your time because when you create your Express Entry profile you need both things handy .
