transcript condition on my offer

Hi,
I had a condition on my offer that university needs to receive my transcripts before beginning of semester (May) from my previous university ( I have admission in Masters program from University of Western Ontario). However, all the offices in my previous university are closed because of Corona. My study permit application is approved and I am willing to start my program in May. But I dont know how I can do so because the transcripts should be received and then they will let me to register. Is there any way for me?
