Its hard to look at it that way. Remember all those from Feb to Nov can only be processed after Dec when the rules came out, and August ones are at the bottom of the priority list when it comes to chronological order of receiving. 3 months of August applicants is just waiting for the new rules, then perhaps 6 or 7 months waiting for Mar to Jul applicants to be processed. I think it is still slow but it is understandable given lots of H1B and F1s would have tried for Canada during that period when the economy looked bad. Of course, i am only guessing all this.

New rules came out in Dec 2008. I was talking about Feb to Dec 2008 applicants. This is the rules that specified the 38 job list.
