For sections where "To" date is required (employment, kids schools etc.) what should be written in case if its current? date of signing the application OR "to Date"?

Please share experiences especially if in the cases where application was returned for any of the cases above?

Put 'now'. I did not and during my interview, the officer asked me if I'm still with my current employer, etc. I said yes. She said, 'ok. It means now!'

You can put the date you sign the application or just "Today" I personally used "Today" for all questions where the information is current.

I used the date of signing the application for submission.

In my current employer's letter of reference it is stated that "Mr. ABC is currently employed in our organization as ..." which should be sufficient ..
