To apply for Quebec as a skilled worker

Dear members,
I want to enquire about the quebec skilled worker as I have done my Masters in August2012 in nursing and I have experience of 2 years as a clinical instructor before M.Sc(Nursing).I have scored overall 7 band in IELTS and I want to know can I qualify as after master of Nursing I am fresher? What level of French required?
