And that applicants apps reached CIC on 5th but not 4th...I think its a mistake of some kind.

I just checked the mailbox and my parents application was returned. So its true. I am rooting for your speculation but its really true that they returned apps that did not reach the cap. That's the reason they placed on the returned application. Thanks. I also heard from my friend that the application that was returned was also from Jan 4the but probably later that day. So, I think the people who got charged today are really in the 10k cap and its probably true that most of the apps that was accepted are those Jan 4th 8-11am delivery by their couriers. Well I just checked the CIC website and they are opening again Jan 3 2017 so best of luck for those who would try again. Cheers everyone let's keep our hopes up.

That's my point even...

Still confused...how can they keep charging CC even today when they probably sent back and couriered the application at least yesterday or day before.
Or CIC updated the reason mistakenly and sent back apps saying "CAP REACHED"...dont know...

What difference does it make?
The responses on this thread are so frustrating.
When you guys aren't speculating about what batch was put in a pile over what batch, you ask the weirdest questions.
The thread keeps being bumped for no good reason because you cant be patient.

It's my 3rd year trying since my mom died and my dad is alone at home. I learned to be patient and wait.
Maybe they counted 5k files and sent the rest to a worker in charge of returns.

It doesn't make a difference! For all we know, there might be files that got there at 9.19am, 9.43am, fell on the floor, were picked up and put in the wrong pile and won't make it.
It's not a fair system. We don't have a choice, so the obsession and the questions won't change anything since we WILL NOT have an answer... uuuuuuuuuughhhhhhhhhhhhhh

Relax my friend!!...I know you are frustrated...don't have to take out your frustration here in this forum :(...if you do not like it...please do not read our posts or check this thread...instead of blasting us ;)...we are having a healthy conversation...and not trying to downgrade anyone...we all are in the same boat and I am also from the 9:43 batch...so just chatting...as there is nothing specific to do now...other than wait and get a response from CIC...its 5K complete applications i guess...so they just cannot count and return the rest right?

From the spreadsheet, they charged CC from 7th Jan to 28th Jan, so 15 business days. They just started charging again on 7th Mar, there is no way they have done another 5000 applications in that time. I don't understand why people are receiving applications back because of the cap.

Its probably a misleading message from CIC and the reason of return probably is because of something else.

please read through this notice carefully:

" In light of this commitment, IRCC will retain the first 10,000 complete applications. More information on this increase will be forthcoming, including information on when we will be returning applications not added to the inventory. "

Apparently, the first 10,000 complete apps have been opened long time ago, and once IRCC announced 10,000 intake officially, they just started charging CC on March 04, 2016 and returned all apps that do not meet the CAP. Lots of ppl were worried about the increment of the intake may not be true, but if you check the meaning of forthcoming, it is a firm deal...

In another word, for these who have not received the returned package next week, most likely, you are in the inventory already and just wait patiently.

Based on what I have read, they had received enough applications for both 5k and 10k cap before Jan 7. They had started processing the 5k immediately that week and put on queue the remaining 5k, meaning the rest that would make it 10k. So it means that in the span of 3 days the cap was reached but we cannot know for sure what time it was. But they definitely had everything in order before they started returning the apps that did not make the cap. As the CIC website stated they kept 14k apps. So I don't know what's confusing about it. They must have received all those 14k apps in Jan 4 because I knew some people that sent their apps on Jan 4 received their apps back with a note that they received the application after the cap was reached. So the cap was reached just hours after the program started. Kudos to the early birds. So for those who are wondering why they are charging CC and returning other apps its because they already had enough apps and are just starting to process them.

So for all of us who did not make it to the cap all I can say best of luck next year. We can blame anything for what had happened but it won't change anything does it? I am also frustrated but I am also happy for those who succeeded this year.

I fully understand the feeling, because, I missed the CAP last year as well; more funny thing was, lots apps with the same carrier and delivered at the same time meet the CAP. mine might be 5001 :-[. Best luck next year, for all that do not meet the CAP.
