I have been following this thread & this is first post but card was just charged $550 used purolator 9:43 am batch.
Just thought i'd give some hope to people who used purolator, hopefully you're charged next! :)

Thanks for the info! I'll try tomorrow. Tried going to the branch where my cheque was certified as well as calling TD helpline, neither worked.

I think it should not be a problem to get a refund from Purolator. You paid for a very specific service that they have not provided. Have you tried calling them?

Yes, i send them email in their online support and get reply of apology but didn't call the local office where i drop my envelope.

I just called Purolator to double check who signed for my package and this time the girl said it was delivered at 9:34 am and signed by Rishual (it was a phone conversation so im not 100% about the spelling).
Super weird because they told me 9:43 earlier but they could've misread it the first time! You can also try calling purolator in case they also have updated information now? Only thing I can think of as to why the information differs the second time I called.

I think this is a different batch than the 9:43AM one. There appears to have been a Purolator delivery at 9:34AM signed by RACHHPAL.
 
Looks like all the "first in line local couriers" have been charged. Now, it is the turn of the big 3 courier companies i.e. UPS, Fedex and Purolator - all 3 with load full of apps to dump.

Are you sure the cheque you sent to CIC is a personal cheque written from your cheque book which was then certified by TD branch, but not bank draft?

I called 1-866 number twice and got the same answer. They can't trace it and it's like cash, which make no sense to me! One of the representative suggested me to contact the branch. I called the branch and was told they can't trace it after the person I talked to checked with her manager. But somehow TD online help centre replied to me it is traceable and asked me to contact the branch again and talk to branch manager or customer service manager which I haven't done yet. I am totally lost! Please let me know how it goes after you tried to call the 416 number.
