Applied for my visitor visa from inside Canada on Aug 8 (needed it to visit my family in Colombia after my old visa expired — went from student → PGWP → closed work permit).
When I added family members to the application, the questionnaire only showed options to change status, not a regular visitor visa.
What worked for me: selecting that my family members are in Colombia (not actually the case) and choosing Visa – All Other Types. This finally gave me the right forms and payment amount.
