I arrived in Canada on a work permit from Britain in October 2005.

I filed for PR (Buffalo, NY) in March 2006 and should, hopefully, be awarded PR status by April or so 2007.

Based on an assumed landed residency of April 2007, what would be the earliest I could apply for citizenship? I think I have read somewhere that half the time spent on the temporary work permit will count towards the time required in the country for citizenship application.

Can anyone clarify this?

1/2 of the time prior to PR can be counted to a maximum of one year. Therefor you could apply about July 2009. Have you seen the processing times at Buffalo? http://www.cic.gc.ca/english/department/times-int/02a-skilled-fed.html#west
