Hello guys,
I've an important question:

According to the TCF Canada results that I've received today, I'd have good points in my Express Entry program ( about 475 ) to be invited to apply soon (I think). I haven't submitted it yet.

The problem is that I applied some months ago to a Master in France (I'm from Argentina), and they accepted my application. I'm able to start my master in France in Oct of this year. But I don't want to close my EE profile or reject an invitation to apply... I do not want to reject my master invitation either, since I want to travel in live in Canada for my future. I'm 31, and I don't want to wait to apply again once I've finished my studies since, at that moment, surely I would not have this same opportunity (EE points decrease with the age).

So, if I was accepted, can I accept the invitation this year, issue the PR Visa and travel to Canada at the end of the next year, when I've finished my master degree in France? In other words, is it mandatory to immediately travel to Canada once the invitation and the Permanent Residence Visa has been issued? What are my options, according to your experience?

Factors you need to consider:
  • Medicals - when you apply, you’re required to undergo a medical exam and the results are valid for one year. Once your application is approved, IRCC will issue you a “confirmation of permanent residence (COPR)” document and its validity is tied to your medical expirati. So you have to travel to Canada and “land” as a permanent resident before that document expires
  • Before covid, approved applicants do “soft landing” meaning they fly to Canada to finish their landing formalities and apply for PR card then after a few days or weeks return to their country of residence/citizenship. So they don’t settle in Canada right away, but come back a few years later. You have to be physically present in Canada for 2 years every 5 years so you don’t lose your PR status. Soft landing is not allowed these days due to covid.
We don’t know when IRCC will start draws for federal skilled workers (those without Canadian work experience) this year. Let’s assume IRCC will resume FSW/all program draws middle of this year and you submit your application by august/September. With the processing delays, you’ll probably see your application approved by q2/q3 2022. Hopefully by that time, the travel restrictions have been loosened or removed already, so you can “soft land” then go back to France to finish your masters.

Hello NOC98. Your answer was very clear and I thank you very much. On the other hand, I'm shocked by the forecast of the upcoming FSW draws... but this is probably an opportunity for me to wait a bit more and improve my French while doing my master's degree so that I can get the French bonus.

All program Draws - This is just pure speculation on my part since only IRCC can answer when they’ll conduct a draw and from which EE pool will they be drawing the candidates. Gone are the days where candidates can predict the draw cut off as well when will a draw will happen.
