You don't actually receive permanent residency until you land at a Canadian port of entry and are admitted. Before that, you have a PR visa - which is not the same as permanent residency.
The length of time you have to land has nothing to do with when you received your PR visa. You have 1 year from the date of your medicals.

My wife & I got Canada Visa (Saskatchewan Province) which is expiring in July 2017.
We cant go there for long term as of now.
Can we both go there for 1-2 weeks,apply for PR and provide a local address and come back?
Once PR Card arrives, our friend can courier us that?
Then we can go to Canada later whenever we want to?
Is the above option legal and possible?

When you land, you get your PR. Your PR card application is done at the same time. That arrives typically in less than 3 months. The local address if for that purpose.Abhi2285 said:

If you are really afraid of losing it by the courier, you can apply for the travel visa at the local Canadian consulate for those who does not have the PR card. There is nothing wrong with doing it this way.
As long as you satisfy the PR residency requirements: 2 years out of 5, the PR status would be fine. So theoretically, you can leave and be outside Canada exactly 3 years after your day of landing, and then return to stay in Canada 100% of the remaining 2 years and still satisfy the residency requirements.
As for other things like medical, there are stricter residency requirements for each province running its own medical program.

Yes, you can do that. However, don't mention that when you land. Then you have the residency obligation, so you basically have a couple years before you lose your PR if you don't come to Canada full-time.
I cant stay longer in my first visit due to some commitments.
So my wife and I want to go there before our visa expires and return in one week.
Then, if I go there after 1-2 years, there will not be any issue , right?
Also, i am the Primary applicant and next time if my wife goes without me, it should not be a problem?
and if we fulfil PR obligation of 730 days in Canada, then its ok i guess.
