Hi,
I received my CSQ lastweek. I am starting a PhD program in my country now. Is there any time limitation between CSQ and PR application. For example, can I apply for PR 2 or 3 years later?

No you should apply for the federal part within one year from the date of CSQ issuance date

CSQ should be valid at the time of application submission. Most CSQs are valid for 3 years , so you have 3 years to submit application.
