@nylalisa

Since you use to work in a CIC office, do you know what kind of security checks they do?
Would they contact the Indian equivalent of CSIS or Interpol for their security checks?

Just curious.

I agree that it is super unusual. I wouldn't be so concerned if everyone else who went after you has gotten PPR at least. They should have sent you that letter as much. Your MP will definetely get a response, normally CIC has to respond within 48 hours, but MPs and CIC wont tell you that. So your MP should have a response by now if CIC is upholding their end of the bargin. I only know this because I use to work for a CIC office and I was the one who responded to MP request.

Nylalisa,
True, i don think anyone else who applied after oct 2010 is my stage..it is only me and sid_dua with no PPR..
As you know most of them who applied after me have got visa...hopefully the reply from cic will hold the clue..my assumption is that the file is just sitting there forgotten or PPR lost..when the MP office contacts CIC will they tell us if a PPR was sent? you should know...and will they dicuss why the holdup instead of their usual background crap?

Hello! Has anyone used "First Flight" couriers to send documents to Delhi before?? Any idea on their reputation?

They should tell you if the PPR was sent. This letter often goes missing for people in India. It is a fact that it might have been sent and thats also a problem because you only have 45 days to respond, yet they should have sent you another letter saying that they were waiting. Anyways, you should get some sort of answer as to what is going on.
