Lubob please understand that I fully appreciate the level of frustration that you must be feeling and I cannot defend this government for its sheer incompetence, dumb policies and lack of foresight about the numbers of applicants it would have to deal with. The three streams, the letting the last in first and deleting the first group all smack of a callousness that I cannot defend. I also find it hard to understand why the ecas system has to be so lacking in transparency so that no one knows what is going on. That is different than suggesting that the government is corruptly abusing your application funds or that Kenny is simply "playing with you." To put it simply, they are honestly stupid!
On a personal level I have always been keen to suggest Toronto as a good starting place because of its financial prowess and diversity. As a doctor this may be poor advice for you. Overall Canada has a doctor shortage, but not in Toronto. They are needed in smaller cities and towns. There is also the problem of accreditation. The "urban Myth" of doctors driving cabs is not totally false, though its not typical. There are not enough residency positions for new arrivals to all get positions to gain accreditation. This is another mess that the government has allowed to grow, but again it's not malicious, just incompetent. I believe it is being addressed.
I worked as a civil servant for 29 years and for 3 of them I was an "Internal auditor." It was our job to go in to various departments and verify that things were being done in accordance with procedures and that there was no corruptions etc., and to report our findings. In my 29 years I never saw anyone take a bribe, nor was I offered one, and only once was someone unceremoniously fired and prosecuted for fraud. Coincidentally he was from India.
I loath this government for many reasons and would love to see them defeated in an election, so it gives me no pleasure to defend Kenny, but despite everything I do believe he is genuinely trying to improve the system which I agree is broken.
BTW my own personal doctor is a Chinese immigrant with a thriving practice and privileges at one of our best downtown hospitals. Keep the faith! You will make it and be successful.
