I m silent member of this forum, I had verification call from ND VO before 4 weeks ago, they just asked was I working there.? and they got positive reply and they didn't ask nothing.

Reading between the lines.
By the end of 2013 all of the Pre June will get a decision on their application.

So that by 2014 they may concentrate only on current applications.

Professionally they are doing good but got nothing related to their NOC

probably because they did not undertake a compatibility course

Some of them are taking up courses to complete their CGA credits .

Can we consider this delay (again after a delightful "in process with date" phenomena) is because all VO's will be doing the refund process and sending letters to the pre-Feb 2008 applicants. Because CIC knows that it was injustice what they have shown towards the pre-feb 2008 applicants and they won't delay anything again atleast for the refund in their cases.

And we all know that when things start working again (fresh medical/passport requests), post june-ers will again get priority over us. So a movement in our files can take probably a few more months.

But logically thinking do we really have to wait till 2013. We are still in the beginning of 2012 and inventory is going to come down like anything.

Kindly give your inputs.

Logically you are right, but entire CIC will not engage in this refund process.
Because CIC already announced media and Parliament of Canada that there are 1lac applicants which is effecting 3lac immigrants, that means background work is already completed.
And
Visa officer and Investigation officer will have nothing to do with finance and accounts department.
I guess Back log termination is not approved yet however I agree it may approve any time.
This is just my thoughts.
