You need to send an e-mail to: web-tech-support@cic.gc.ca
with the subject line as 'CICNet Technical Problem'.

However you might have to do it through your consultant again as CIC may not respond to your query directly.
 
This is one of the demerits of having the baggage of a consultant on your back.
