Hello,

I need some ideas on how to proceed with the predicament that my wife and I are in.

Long story short:

The wife landed in the middle of April. We have now been waiting for her PR card over 90 days. I called CIC and was told the card was sent, or dispatched, on July 2nd. It should only take five business days for mail in Canada to arrive at its destination. The agent told me to wait until the end of August to call again and then they will know how to proceed.

If the wife's card is not returned to CIC, does that mean we have to wait AGAIN (current processing time) to get her card? Has anyone else had to go through this?

Such a long wait, I take it your wife, is waiting for a new PR card, which at this time is taking 21 days to process, is their any chance that CIC sent it to the local office?

Yes. We are waiting for a new card.
No. The address on file is the address I gave them when the wife landed as well as the address written on her CoPR.

When I applied for renewal of my PR card they sent it to the local office and I had to go and pick it up, thats why I mentioned, this. really, your wife should of had her PR card months ago, I suggest that she calls them again...Just wondered if they did sent it to the local office maybe your wife should call them too.

I don't know what to think. I've called CIC four times.

processing time for PR card is only suppose to be 21 days, ask them to explain why you have not received it yet, sould say your wife not received it...
 
I also landed in April but I am told that mine arrived about a month ago at the Canadian address I gave. I have not seen it yet because I am still in the UK but I have no reason to think that it has not arrived. I suggest you send CIC a case specific inquiry in writing: a written request landing on someone's desk I suspect would have a better chance of success than telephone calls.
