My mom (71 years old) applied for the visitor visa, because my sister lives there since 2018 with a student permit. My mom still works but doesn’t have any house or vehicle on her name. That’s why I’m her sponsor for this process (I have 33 years old, work as a manager in a bank of prestige in my country).

The fist time, she applied as a tourism saying we were going to stay at a hotel, but in the family form we declare her daughter and put her address in Canada. We got the response of (September 2019):

- I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and in your country of residence.

- I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

The second time, applied as a tourism, we declare that we were going to stay now at my sister’s house, and uploaded an intention letter with all my bank account, financial information, visa info, etc. And the response we received (October 2019):

- I am not satisfied that you have truthfully answered all questions asked of you.

The third time, we applied as a visit family visa, we add everything and more, my sister’s invitation letter, my financial information, my sister address, sponsor letter from me, all our visa, etc, and received the same reason as the first (November 2019):

- I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and in your country of residence.

- I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

So, we have tickets for December, and I don’t know what to do. This really make me sad, because I just had a baby and my sister haven’t met him, and I really want to share this time with her and my mom ☹
 
You are so ridiculous. Even I did not buy my inlaw's plane ticket to Australia before they got their visa. The website only ask for activities and airline itineraries. As for family reunion, can't your sister fly to home country during say Christmas?

No, they cant fly to my country. What else I can do? The person or specialist who complete the process said it was OK :(

The "specialist" wants your money, so he/she said it was ok. If I were you, I would trust myself, follow the guidelines in the website, complete all visa applications and apply on my own from scratch.

But, what do you think is the correct way to complete? Can I reapply again? Its going to be the 4th time, where do you think was the mistake?

Have you carefully read the guidelines, checklist and the form?

Sure, everyone can reapply again but they have to indicated what dates their visa was refused and why. I don't want to guess where's the mistake. One thing I see is that you applied too soon, literally a month after the previous failure. Most people would suggest at least 6 months or so after a failure.

Don't apply for a 4th time. Request GCMS notes for the previous refusals.
