The Official Guidebook Used by VOs

A long time ago i saw that someone had posted the actual guidebook that VOs use to do their job. I dont know what its called but its like the official rules document and has all the procedures the VOs use.

Does anyone know whats its called so I can search for in? I'm sure it was posted here somewhere.

Would it still be up to date? Immigration changes so much that I'm not sure it's with reading. Instead check out Operational Bulletins (OB's) which give information on new changes
