I did landing with my family on June 2013 for 21 Days and I left Canada to Middle East , I received the PR Card on August 2013 . I would like to know How many years I can Stay outside canada before settle in canada as per the new rules of immigration.

To keep your PR status you must live in Canada for 2 years out of every five rolling years.

To qualify to apply for citizenship right now (and qualify for a Canadian passport), you must live in Canada for 3 years out of the last 4 years before you submit your application. This is scheduled to change to 4 years out of 6 next year.
 
Is it confirmed when will this change implemented? If so, when exactly, I'll qualify next year :o :o?

1. CIC hasn't announced a date. But it will be before (probably) Oct/15 because of the Federal election. My guess is July 1st.
