All indications and tweets from Minister Kenney suggest there will be no list.
Eventually an EOI (expression of interest) system will likely be introduced, whereby all applications go into a central pool after initially passing, and then Canadian employers express interest in candidates in order to PR to be granted.
But we think that's a way down the line (end of 2014/start of 2015).
So from first quarter next time the likeliest scenario is there will be just a cap (maybe 10,000 or so) and in order to apply you need 1+ year's work experience in ANY of the Skill Type 0, A or B nocs. No list.
Applicants will of course still need to meet the requirements of the modified points matrix, and it seems there will be a minimum language score.
But until an official announcement is made, nobody will know the exact criteria or the exact date that applications will once again be open.
