I have a diploma in Canada and a bachelor in my country. Can I say my my higher education is degree without ECA when I create my profile in EE pool? thank you!

For that you need to have your bachelor's degree assessed for Canadian equivalency.

You can either claim your bachelor after having an ECA, or just the diploma, without assessing it.
I believe if you complete the ECA for the bachelor, you may be able to claim more points, for 2 or more completed credentials.
