Although NOC B occupations are going to be hit hardest by this law note the interesting clarification regarding NOC 0 and A exceptions. It's not that NOC0,A are automatically exempt from the 4-year cap, as it was first presumed at the time this operational manual first came into light, it is going to be up to the officer discretion, decided on a case by case basis...

This should reassure applicants in this forum -

"When a FN is applying for a work authorization, these categories or occupations are the exceptions for which a work permit can exceed the four-year limit – R200(3)(ii)&(iii): ...

Permanent Resident (PR) applicants who have received a positive selection decision or approval in principle in the PR category for which they have applied."

So if you are nearing the 4 year limit but you get your AOR, then your application for a new work permit would be exempt from the 4 year limit.
 
Ah well, the bulletin doesn't explicitly state that, but I'm "assuming" that because the AOR is what is used as "approval in principal" for CEC for the BOWP.
