I'm under the impression that this is for people who have worked > 4 years as a temporary worker - didn't CEC launch around this time? They've had ample opportunity to apply for PR.

It seems that TFW can't apply to CEC or FSW programs because they probably don't have NOC 0 A or B skilled experience. Sad tale, but unfortunately I don't think there an immigration program to help transition TFW, like the ones mentioned in the article, into PR.

@GARJ is right. The article mentioned these workers are low-skilled workers, CEC won't apply to them.

Certain PNP might be suitable for those workers, but sadly it didn't work out for the one in the article.
