Help needed

My husband went to Canada on a closed work permit to work work within a Trucking company.
Unfortunately just after two weeks the manager told him that he can no longer work with them bcaz he failed the rules of the road test twice.
And he should seek on the road training and get his licence and he could comeback to the company after he gets experience with another company.
He went ahead and proceed with the rules of the road driver's license test and the airbrake test and he passed them however the last test which is the pre trip inspection test he didnt get to do bcaz he didn't had a company vehicle and he got one to use but was told by the examiner at the depot that he would have to get a new Lmia before he can do the test and get the license.

If his permit is no longer valid can he flagpole when he gets a new LMIA?

Does he really have to get a new LMIA before he can get the Driver's license test done?

Can he get a open work permit?

Any suggestions of companies with LMIA?
He's a well experienced Tractor-trailer Driver over 20 yrs.

He doesn't qualify for an open work permit. If he wants to obtain a new work permit or work for a new employer, it will have to be a new closed work permit based on an approved LMIA.

Has his work permit already expired? If not, he should apply to change his status to visitor before his work permit expires. If it has already expired, he needs to apply to restore his status.

He cannot flagpole without valid status. Generally speaking only those from visa exempt coutnries with valid status in Canada can flagpole for a new work permit.

The closed work permit that he has was a two year permit That would have been expired in 2021 however the company that he was working with he's no longer with them they terminate is contract.
How can he obtain a Drivers license?
