I am asking question on behalf of my cousin:

He is Indian commerece graduate with 5 year of experience in MNCs.

One consultant said him that they can send him gor two year temporary work permit (without english proficiency i.e. ielts)

so is it possible or legal?

or the they are doing fraud?

Your question is not quite clear, but in order to have temp work permit you need an employer who provide a valid LMO (Labour Market Opinion) under your cousin namethen he can apply for the TWP. The consultant is not able to provide that, he can just advise about the process & the papers, and usually he's hired & paid by the employer and not by the employee.



English proficiency may or may not be sked by the Visa officer during the visa application processing but it varies from case to case
