Okay, here's the story...

so i applied for a work permit under the live-in caregiver program in march 2013.. i got rejected because i didnt prove i had the experience required (which is 1 year of paid experience)... so i reapplied in April with proofs of this experience (i had been a nanny in the US for 6 months and a children-english teacher for 1.2 years and currently im a nanny in Mexico since last October) and i got an answer after 6 months, REJECTED again.. this time because i dont have 6 months of professional training.. but the requirements state that you need ONE or the OTHER.. therefore, i fulfill the requirements and the training is not necessary if i have experience... my question is this: is there any way i could appeal? if not, should i try to get a tourist visa or reapply for the work permit??
The reason I so desperately need to go is because my boyfriend moved to Canada a year ago, he can't come back until his visa expires, IN THREE YEARS.. we agreed i would catch up and move with him as soon as I found a job.. which I did... but its been a year and now i have two refusals and my LMO expired.. what should I do?
