Temporary Work permit for visitor visa

Hello everyone,
I am just curious about something. I did some research but could not find anything so finally asking it here.

My father is currently on a visitor visa valid for six months. I was talking to someone and they mentioned that there is something available currently, through which he can get a temporary work permit (Sorry even the person did not has enough details). I know one way is through LMIA and you can apply for work permit. I was just wondering if it can be some pilot program or is it just wrong information?

Your father needs an approved LMIA to apply for a work permit.

Individuals who hold temporary resident PERMITS that are six months or longer can apply for a work permit without an approved LMIA. However your father holds a TRV - not a TRP. A TRP is a special class of work permit for those who are inadmissible to Canada (typically due to a crime).
