If you are refused with a clause(reasons),then you MAY need to wait for the two years to lapsed before applying for PR.This just my opinion and it will be interesting to know the reason for refusal as may guide the forum member to advice you further .
If the visitor visa was refused and a two year ban given (for something like misrepresentation) - then this person cannot visit OR immigrate to Canada until the two year ban has been completed.
