I have a friend who has been working on a farm for over 3 years. He is from St. Lucia and has 2 year contracts. Expires July 2023. He has never taken a vacation or been back home since arriving. He would like to get his permanent residency and open work permit. Anyone have any suggestions on how to go about it?

You will have to look at whether there are any economic immigration programs for farm workers. Would look at PNPs for farm workers. What is his NOC? It will also depend on his age, education, previous work history,etc. You need to go through all the immigration programs across the country to see if he qualifies for any of the programs. In general t is quite difficult for NOC C and Ds but there are programs being created to tackle jobs with labour shortages. He wouldn’t qualify for an OWP. Woukd his employer be willing to apply for an LMIA and give him a job offer? That may open up more options.
