Hello,

I’m a Canadian Citizen living in Qatar (RP). My Nanny has applied twice (online) for a Temp Visitor VISA. She has provided:
Letter of invitation- by Canadian permanent resident.
Return plane tickets
Employment contract -here in Qatar, RP and VISA for Qatar. Copy of her sponsors Employment letter in Qatar and salary (my husbands).
Letter of explanation -coming to help me with three small kids on annual summer holiday. Grandparents meeting new grandchild.
Letter explains how nanny requires employment in Qatar to pay for her daughters tuition back in kenya (proof of paid slips up to date, her land she owns free and clear there, her other land she’s paying. Again, obligations that require her to have income which she receives in Qatar. Banks statment in kenya and Qatar were also provided. Including a note that we are paying her financial needs and healthcare during her stay in Canada. A bank statement of our Canadian account was provided to support this.
We also indicated we would pay for travel insurance (healthcare).

Reasons for refusal:

Immigration status in resident country

Family Ties in canada and resident country (she has no relatives in canada and an adult cousin in Qatar which we haven’t mention to date)

Financial assets -she has more assets then other nanny’s we know who haven’t been refused for this (I.e., don’t even have bank account).

We could provide more financial support from Canadian resident and ourselves?
Mention she has a cousin who works in Qatar. Our nanny also attends church in Qatar....but other than that what can we do?

Any suggestions appreciated.

You would need to apply for a Work Permit and not a TRV in this case. That's because you are a Canadian (you're not a visitor) + the nanny will be compensated for her efforts when you visit (and again with the funds in your Canadian account), etc.

Basically, she would be employed and she won't be visiting per se

Hmmm...We are paying her based on Qatar employment agreement. Her day to day expenses and lodging etc are paid by us. Similar to what we would do if family was visiting from somewhere. Furthermore this is for the summer June -August. You still think work permit?

Also I’m a Canadian citizen but I’m a resident of Qatar... not canada

Yes, it would be a work permit. A TRV only allows someone to visit. To work on a TRV would be a breach in the conditions attached to that TRV.

If you had a passport of any other country then the Qatar employment agreement would be effective. As a Canadian, bringing a nanny + paying her with the funds from your Canadian account quite clearly means that you're hiring the nanny even if it is for a few months

I appreciate your thoughts however I really don’t think this applies to us. To bring a foreign temporary worker over typically the employer lives (resident in canada). It also requires A LOT of work. Temporary foreign workers typically stay beyond 6m.
Furthermore:
The prospect employee —
The work permit application must be submitted to a Canadian visa office in the caregiver’s country of residence. Caregivers living in countries where a ***Canadian visa is normally required for them to visit Canada will also require a temporary resident visa application to be submitted with the work permit application.

If we can’t get the VISA approved there is no point in work permit ?

I’m just shocked that this would fall under the temporary foreign workers program. We are on a holiday. I haven’t found one thread or google search where someone has brought a nanny over with work permit for a summer visit via work permit.
Only the temporary foreign worker comes up.
