Hi! I'm applying for a visitor's visa (I'm an international student in US) to go to Canada briefly for a friend's engagement party. I was arrested once 5 years ago (in US, NY state) and my case was dismissed. So I checked the box for "have your been arrested,...?" and it shows that I need to get a police certificate. I did so and my FBI record says "no prior arrest record... This does not preclude further criminal history at state or local level".
So, when I apply for the visa, should I say "I have been arrested before " and upload this document that says FBI doesn't have my record? Isn't that a bit conflicting? However the Canadian website seems to only care about the FBI record and does not say anything about state level records? What should I do?
