My wife is under processing for PR. She is in Canada now with visitor visa. However it is a long time waiting.

In the mean time can she get a temporary resident visa and get a job with it same as an open work visa??

She can apply for a temp resident visa inside canada or she has to go back to korea to apply?? If she can apply do you know how long it takes?

Can she work for any company for free so she doesn't lose her skill and might get hired on when the PR is approved? or is that still illegal

A Temporary Resident Visa is only a visitor visa and DOES NOT allow a person to work. And as a visa-exempt Korean, your wife isn't even able to apply for a TRV; it is only for people from non visa-exempt countries.
 
No, she cannot work for free, unless it is volunteer work that people would not normally be paid for.
So, working in a company, even for "free" is illegal unless you have the required documentation, such as a work permit.

The reasoning behind this is that if she does a job for "free", then a potential Canadian/PR employee cannot have that job and be paid for it.
