Hello. I'm a Costa Rican. Have been since I was born. I'm currently 15 years old. I have been deciding on where I want to live, and I love cold weather and hiking a lot. I would like to find a way to immigrate to Canada as soon as I can. I have found that my grades at high school aren't doing too well, though a scholarship to a Canadian university would be the easiest, cheapest option. Does anyone know about this better than me? I'm VERY confused as of how to get one. I also am interested in Alberta.

1. The chances of a Foreign student getting an scholarship for an undergrad program in Canada are pretty close to zero.

Add to this the fact that your grades are not excellent.

My suggestion is for you to research what jobs are lacking employees in Alberta. Study hard. Gain experience for that job you researched and apply under an economic stream.
