I would like to move to Canada to be with my fiance. If I obtain employment as a Teacher on Call, and have a letter with intent to hire for the 2013/14 school year...is this sufficient enough to go ahead and apply for a work permit? and would this type of job qualify me for a work permit?
 
If you are covered by NAFTA, then a job offer is sufficient to work in Canada.

However I don't believe teachers are covered by NAFTA. Consequently you will need both a job offer and an approved labour market opinion in order to obtain a work permit and work in Canada. More information on labour market opinions is below (this is something your employer must obtain):
