Tax- non resident previous years foreign income

Hello,

I was just thinking about my taxes and need your help to clarify .... Here is the context -

I landed(landed immigrant) in October 2008 and left in few days to USA .
September 2011 moved back in Canada and staying since than...

In 2011 i worked -
January to August in USA and
September to December in Canada
I Paid taxes only on Canadian income starting September ..

1. Should I suppose to pay taxes on USA income(Jan to Sep 2011) as well ?
2. If so how can i declare 2011 foreign income ? I like to do it right..
3. If I declare 2011 foreign income , is there a penalty ? will it change my total income in notice of assessment ?

No, you don't need to pay Canadian income taxes on your income for 2011.

Why do you need to declare if you do not need to pay tax for 2011?

I was planning to sponsor my parents so far i havr 2011 and 12 tax returns and this year i will get 2013 as well to meet the 3 years notice of assessment for financial proof.
Now for 2011 (sep to dec) total Canadian earnings are below required minimum necessary income but if I include USA income for 2011 (jan to aug) it will fulfill the minimum requirement for 2011 as well and I will be able to sponsor parent in 2014.. does this make seance ?

To the best of my knowledge CIC will only count earnings from Canada in LICO. Foreign income is excluded. So even if you restate your return for 2011, CIC still won't consider the US income.

Regarding providing NoA as proof of tax returns, has anything changed in 2020 requirements in terms of providing non-Canadian income from previous years? For example, if I provide US tax returns from 2018 and 2017 and NoA from 2019, will it be accepted ? My income level for these years is well above the required threshold.

If you can point me to the bulletin where this information is provided that is also fine.

When did you land in Canada and move to Canada? No you can't provide your US rax returns to qualify for PGP unless you were a tax resident of Canada and your US income was declared as your taxable income on your NOA.

You can’t really expect Canada too let you participate in the PGP when you haven’t worked & contributed anything in taxes to it ? Wouldn’t be how it works
