Target of 51000 ITA's under FSW for EE

Hello experts

Can someone throw light on the targeted 51000 applications under FSW category for the EE this year.

Does this 51k include 25k applications from FSW of 2014 or this is altogether a new standalone target?

Kerala newpaper also coming this news target of 51000 ITA under FSW EE for 2015 but I think that this one biggest joke for cic because eight draw is finished but where is this target?????..
