I wonder why they included this statement when they never did it and never will in the next 100 years .
They should update it as:
"as soon as cic officer gets mood to work on your file"
"based on the random order which will be defined by the mood of cic officer"

Is taking the test out of the country a guarantee? It only says that "We’ll contact you with your next steps after we receive your email " and said nothing about it is guaranteeing that we can take it out of the nation. Any chance that it would be rescheduled if we followed the instruction?

There were hiccups before this announcement in the site, possibly due to miscommunication by cic's delay in relaying to other offices. But surely it should not have problem from now, after they updated the site.
