taking break after one year program

hi everyone,
i took a one year course which started in September 2017 and will end in April 2018. now i want to take another one year course for 3 years work permit . can i take course in September intake or do i have to take in may intake because according to cic we cannot take unofficial breaks.
can anyone help me with this its really urgent.

You can start your new program in September. However you cannot work (either part time or full time) between the time you finish your first program in April and the time you start your new program in September.

CIC says otherwise. We've seen a number of PGWPs recently refused by CIC on this forum specifically because students worked between two programs. CIC classifies this as illegal work since students aren't actively enrolled in a full time program when they are between programs.
