i am just guessing.. not spreading rumors. I am also in 400s and applying outside Canada.I am little hesitant to apply to OOPNP as i have no ties to Ontario.. I will wait for couple of draws to see what it gonna look like.

I am at 461 still I am hesitant to apply moreover I am in Ontario since 2012 still I am thinking to wait for this week atleast before applying. But if they keep us waiting for draws then it is better to apply dont wait too long....
 
Well I think we are all forgetting that PNP quata is different from FSW and CEC, even if there will be lots of PNP issued CIC still has to follow their targets for FSW and CEC.
So in my opinion lots of PNP shouldn't make scores going up, CIC just will issue more ITA's to clear PNP out.

That's again just my opinion.
 
Also I was reading my PT letter and from the part where they talking that people accepting PNP won't be able to be selected under any other category in EE, I think what they meant to say is even if you apply for PNP you are still staying in the pool and you can be selected under CEC or FSW while waiting but as soon as you get nominated and accept PNP in your EE account you will be able to get ITA just under PNP category.
 
if this is true it will be great for all....

That's not correct. The letter clearly states that: "Once you accept a nomination, your profile will no longer be visible to other provinces or territories, so you will not be considered for nomination by other jurisdictions You will also not be considered for federal economic programs in Express Entry".

that's of course if you get the PNP in MyCIC and accept it.

So does it mean that during the 3-month process , we can cancel it if we have ITA in the federal system?

Yes. You can withdraw the invitation anytime but they won't refund 1500 CAD. You can also choose to decline after receiving the nomination and no refunds then as well.
