Is it taking this amount of time due to the pandemic or that is a norm.The timeline given is 12-16 months for the PR and it appears to take longer than that

The official ETA has always been 12-16 months historically, so I'd say that's the norm. I've heard of some receiving it in 4-6 months, but also of some taking nearly 2 years, so who knows.

AFAICT, the office that deals with the SUV is effectively closed right now, and no-one after March has received the initial AOR. I submitted in April and haven't. So how long the entire process will take, is anyone's guess.

I am almost in the final stages of signing up with http://www.immigration.ca for the SUV Program. The firm is founded by Attorney Colin R. Singer. Does anyone have experience with this firm. I need some reviews about this organisation.

Why would you not work with an assigned designated organization directly? I am sure you are ready to spend a ton of money with the route you are selecting.
