Supervisa for grandma

Hey there

We want to get her a supervisa so she can stay here for longer and here's the situation:

She came to Canada from Russia in November with an Israeli passport which expires on 2017, and her Russian passport expires on August 2015.
She can stay here until April without a visa but we can extend it for another six months with the Israeli passport.

The embassy and visa renewals are done in Ontario and we are in Saskatchewan, she has to be there in person and it takes around 4 months to get a new passport.

Can we apply for the supervisa with her Israeli passport even though she now lives in Russia, and plans to go back to Russia?
Will her staying in Canada for a year affect the chances of receiving the supervisa?
If she went to back to Russia and did all the paperwork from there would it be easier to get approved?

We're trying to avoid sending her back and forth because she is 78 and the long flight takes it toll on her.
