Supervisa application Vs redeeming old PR

Hi All,
My older brother recently applied for Canadian Supervisa as his son is a Canadian Citizen. After submitting the application, he received a message from CIC that he previously had Canadian PR (which was over 10 years ago and he did not fulfill the 3 year requirement at that time). They pointed out that:

"You have not received a negative PR determination (for not meeting your residency obligations) - You have not renounced your PR status; and - You are not a Canadian citizen. As a result, you are still deemed a PR of Canada"

Now they have given two options, 1 he can denounce his PR status by submitting an application to proceed with Supervisa application or 2 he can apply for a PRTD (Permanent Residence Travel Document) to come to Canada and redeem his PR. However, the visa officer will make ultimate decision whether he will be granted PR or not given his circumstances.

My questions are, what should be the right thing to do in this situation? What is the success rate of redeeming PR after all these years? Or should he renounce it and go for Supervisa?
